Adequate time, resources, and personnel
Implementing MERS-TM requires at minimum that a quality assurance (QA) person be dedicated to the system. Duties of that person will include entering events, learning how to code events, doing root cause analyses, generating trend and feedback reports.
The QA person must have an adequate amount of time to learn and maintain the system. If the QA person does not have time and support, MERS-TM will take a back seat and it will be clear that management has not made event reporting a priority.
Also, if event reports and investigations identify a particular area or process that needs improvement, administration must devote the resources toward implementing a solution.
For example, if the recommended solution to a series of errors involves the purchase of new technology, administrations willingness to devote adequate resources toward that purchase will send the message that process improvement as the result of event reporting is important.
All employees must be made aware that the time they spend reporting an event is valued.
